Andrew Clarke is a principal of Hugh Development LLC. Andrew is a real estate professional and entrepreneur with more than 12 years of experience providing concept development, feasibility analysis and project management expertise. Andrew has extensive experience managing projects with complex ownership structures and infill projects being developed in urban residential neighborhoods. He is a strategic thinker who manages teams that work collaboratively to ensure all stakeholder objectives are thoroughly met. He creates financial models and business plans that meet owner goals and create value while understanding current and future market conditions. His project management skills ensure both human and capital resources are used wisely and efficiently. Andrew as a developer and community builder, his goal is always twofold: bring a healthy return to the investors and connect to the good of the communities in which the projects take root.

Andrew is knowledgeable and active in neighborhoods, public sector and a design review
commissioner for the past 3 years for City of Portland.


Andrew has a B.S. in Economics, Urban Studies Real Estate & Community Development at Portland State University.

In his spare time, Andrew loves to meet up with the neighborhoods, catching up with architectural design ideas, and taking long walks with his two dogs.

Mark Vuong is a principal of Hugh Development LLC. Mark brings over 18 years of commercial real estate and asset management experience in mixed-use, multi-family, office, industrial and retail development. Over his career as a commercial real estate developer, Mark oversees and manages projects from early acquisition, conception and design through construction and completion. He has successfully planned and orchestrated multiple mixed-use, multi-family and commercial development projects totaling more than $200 million in assets. He has a passion in the creative process with fine details that makes each project uniquely stand out and has its own soul and individuality for the community and tenants to enjoy many decades to come. His projects have created numerous successful business and community partnerships locating in the Bay Area, Colorado, Las Vegas and Portland, OR, just to name a few.

Mark’s currently hold construction contractor license and a member of PMI Portland, OR chapter.

Mark has a B.A. in Economics and Sociology from University of California, Santa Cruz and an MBA with concentration in Real Estate Venture and Acquisition Management from University of North Alabama.

In his spare time, Mark enjoys spending family time with his wife Diana, 4 year old Camilla and 7 year old Joshua.

Miro Radoynovski, LEED AP 


Miro is a project and design manager with a passion for unique architecture and sustainable design with 25 years of accomplishments in total project delivery. He is an expert in managing the entire design process - from RFP to Tender; from Concept Design to Construction Documents. He relies on a collaborative approach and skillful guides clients through approvals, construction, commissioning, and hand over. Miro has the ability to influence opinions, manage expectations, foster compromises and find solutions for the variety of challenges in a project’s lifecycle. As a Design Architect, he has a diverse portfolio of building types, including large-scale mixed-use and signature projects. Miro has managed multiple projects simultaneously, led large and diverse multicultural Design, PMC and CMC teams and has worked with first-class international consultants to deliver projects on time and within budget.

Mike Day 


Mike is an executive leader with more than 30 years of construction management and owner’s representative experience providing comprehensive project management expertise in both the public and private sectors. Mike has extensive experience managing alternative delivery methods. He is a dynamic principal who supports the foundation of teams and leads through example and mentoring. A money-wise owner’s representative, he manages construction capital with strict accountability. His in-the-trenches contracting knowledge translates to protection of owner interests with persuasive authority in dealing with construction entities. Mike is very well respected by major construction corporations as well as A/E firms throughout the Northwest. 

Works Progress Architecture (W.PA) is a progressive architectural design studio with offices in Portland and Los Angeles. Since 2005, W.PA has established a design approach rooted in clear conceptual diagrams applied across a wide spectrum of project types while responding to the unique qualities of the Northwest. W.PA’s approach walks a line between sexy and stern and echoes simplicity in the face of ever evolving complexity; a quiet amid the cacophony of the newest desires. W.PA has been presented with more than 40 design awards and has been lauded on a national scale for their work and contributions to design, including the AIA NW&P Emerging Firm Award in 2013, a place in Architectural Record’s Design Vanguard publication, the Sustainability in Design award from the AIA, as well as the Progressive Architecture award in 2010.





Shirley Chalupa’s contribution to the commercial, educational, health care, residential, and industrial sectors has included the design of structures that execute architectural vision and construction ingenuity. Her nearly two decades of design experience has helped grow communities throughout the Pacific Northwest and California, as well as New York and Washington D.C. Shirley has worked on a variety of high profile, multi-story cultural and governmental projects, and she is involved with many seismic retrofit projects that utilize ASCE 41 and IEBC code.


Shirley is an effective leader and team player, understanding project success is optimized through vital communication with her internal team and the project team as a whole.  Her experience in all stages of the design process has brought her great success in building strong relationships with both architects and contractors alike.
